Training of Trainers for Data-Driven Advocacy

Jakarta, October 13-14, 2023

 

To empower trade unions (SP/SB) to generate independent and effective education and training facilitators, the Makin Terang program organised a Training of Trainers (ToT) in Jakarta on October 13-14, 2023. Twelve representatives of regional/branch leaders from SPN, TSK SPSI, and FSB Garteks from various areas were present at the training. This ToT aimed to produce trainers, more commonly known as facilitators, for data-driven advocacy training.

 

Day One: October 13, 2023

The first training day started with the opening session, introductions, agreement on training procedures, and a pre-test. Afterward, Ichsan from TURC led participants in mapping their experiences in organising education. Participants were encouraged to identify challenges and explore their root causes in this session.

Seven issues in the implementation of trade union training identified by participants were:

  1.       Low learning interest
  2.       Difficulty in dispensation approvals
  3.       Limited education budget
  4.       Lack of trainers
  5.       Difficulty in finding a meeting time
  6.       Inadequate facilities and infrastructure
  7.       Lack of support from family

Then, TURC also guided participants to understand data and information for advocacy purposes. Continuing the data discussion, participants can access and use data and survey results generated in the Makin Terang programme. Dela from Gajimu facilitated this session, helping participants deep-dive into DecentWorkCheck (Job Feasibility Survey), WorkersPriorityPolls (Workers' Priority Polling), CBA Database, Factory Information Gathering, and Joint Negotiation Report.

Day Two: October 14, 2023

On the second day, the ToT began with a reflection session to review the topics covered on the first day. It continued with a group discussion to identify issues, find root causes, and develop follow-up plans to address problems in implementing trade union training.

The three issues chosen for discussion were low learning interest, difficulty in dispensing approvals, and limited education budget.

Firstly, each group mapped causes and effects using the 'problem tree' method. Findings included high work targets, uncertainty in employment relationships, and poor working conditions. Respect for freedom of association also emerged as a discussion point. Low learning interest, training material that is hard to understand, monotonous content, poorly planned training agendas intertwined with work programs, and poorly structured budget.

Once the participants mapped these issues, they designed follow-up actions, including the need for training in program planning and budgeting for trade union leaders. Additionally, trade union leaders should be encouraged to plan training according to member needs, maintain a database of training participation for more organised future training, distribute training based on members' competencies, and provide training equitably to all members.

Following the workshop session and as a conclusion to the ToT, each participant formulated a commitment to conduct training in their respective trade unions independently.
