The Makin Terang programme: Improving Work and Worker Representation in Indonesia is a collaborative program among garment and textile-based trade unions with worker-supporting organisations at national and international levels. The programme is running during 2023-2025 to improve transparency in working conditions and data-based collective bargaining in textile, garment, and footwear factories. WHAT IS THE MAKIN TERANG PROGRAMME?

"Makin Terang" is inspired by Wiji Thukul's poem "Makin Terang Bagi Kami". Wiji Thukul is a poet and labour activist reported missing due to his political activities with anti-new order organisations. The poetry of Makin Terang talks about discussions on workers' struggle in silence and realising that they are not alone. The spirit of this poetry is embedded within the Makin Terang programme.

The programme is a follow-up programme, phase III, of the previous programme, namely Phase I: transparency through online surveys and Phase II: data academy. In Phase III, there is a similar goal: to increase the transparency of working conditions and improve data-based collective bargaining. However, the programme levels up in coverage, depth, and movement. One of them is to have 533 factories surveyed in the five central regions: DKI Jakarta, Banten, West Java, Central Java, and DI Yogyakarta

The Makin Terang programme also introduces a new data collection method called WorkerPriorityPoll (WPP). The goal of the poll is to find out the most priority working conditions to be improved based on workers' preferences. It enables workers not involved in the collective bargaining process to contribute and have their voices heard, particularly women and disabled workers.

To have workers discuss and exchange their strategies, they are provided with training and discussion called learning circles. The learning circles are not only for unionised workers but also non-unionised workers. The awareness to unionise is expected to grow so that new trade unions will also encourage more collective bargaining.

 

WHO ARE INVOLVED IN THE PROGRAMME, AND WHAT ARE THEIR ROLES?

The programme is a collaborative work run by four labour union-supporting organisations: WageIndicator Foundation, Gajimu Indonesia, Trade Union Right Center, and FNV Mondiaal. They have their division of labour. WageIndicator and Gajimu to lead data collection works. TURC will use its expertise to raise people's capacity through training and workshops. FNV Mondiaal, with its wide range of networks, will link the programme to relevant stakeholders: government, brands, buyers, and civil society organisations.

Supported by an independent donor (Laudes Foundation), Makin Terang works with three biggest trade unions in the garment sector: FSB Garteks KSBSI, Serikat Pekerja Nasional (SPN), dan FSP TSK SPSI. This programme will benefit workers in 533 factories in five regions: DKI Jakarta, Banten, Jawa Barat, Jawa Tengah, and DI Yogyakarta.

 

WHAT ARE THE OBJECTIVES OF MAKIN TERANG?

The goals of the programme are:

  1. Gauging labour law compliance at scale in factories across Indonesia, creating a database of 533 factories, up from the existing 150
  2. Enabling individualised and collective worker representation in 190 factories with unclear union status
  3. Creating and scaling new participation mechanisms for workers, both within factories and the larger garment sector
  4. Increasing representation and diversity in social dialogue in 533 factories, enhancing voices and priorities of women workers and other groups who have had little voice historically
  5. Measuring worker priorities in a credible, comparable, and comprehensive manner to identify areas of work improvement and facilitate effective social dialogue in 400 factories, potentially benefiting 600.000 workers
  6. Enabling and monitoring the progression from mini-social dialogues to 130 collective agreements with conditions better than basic labour law
  7. Encouraging 7 brands and 3 transparency platforms to use our method and ta to monitor and influence working conditions, both within and beyond the scope of labour law compliance.

 

HOW IS THE WORKFLOW OF MAKIN TERANG?

The project started with data collection and data analysis. To be usable, the project designs activities to improve capacity in utilising data for the collective bargaining agreement process. These are the activities:

1. Data Collection

Pengumpulan data dilakukan oleh para interviewer yang adalah perwakilan mitra SP/SB yang bekerjasama dengan program. Para interviewer ini pun telah terlatih. Pengumpulan data bertujuan untuk mengetahui kondisi kerja yang dialami pekerja dan untuk mengetahui isu apa yang dianggap pekerja paling mendesak untuk diselesaikan. Ada dua jenis survei yang dilakukan dalam program makin terang, yakni:

The interviewers, representatives of trade unions' project partners,  will collect data. They have been prepared and well-trained. The data collection goals are to discover working conditions and the urgent issues that must be solved. There are two types of surveys of Makin Terang:

  • The Decent Work Survey (DWC)

The Decent Work Survey aims to discover the working conditions of factories according to the latest normative labour law and to identify the Collective Bargaining Agreement (CBA) implemented in factories. This survey is for workers to listen to them directly

  • WorkerPriorityPoll (WPP)

WPP is a poll to grasp several issues workers think to be solved sooner, such as wage, social security, occupational health and safety, etc.  

 

2. Capacity Building

There are numerous training and learning circles for workers' capacity building. There will be CBA training, Data-Based Advocacy training, Women Worker Academy, and Training of Trainers. Whereas learning circles are study groups consisting of different trade union partners. Besides, learning circles will be crucial for unionised workers so that they know how important trade unions are.

 

3. Data-Based Dialogue and Collective Bargaining Agreement

The survey result can be helpful as insights for starting a social dialogue and collective bargaining. The workers are then expected to build solid data-based arguments during negotiations with employers. In the end, there will be beneficial decisions for workers, such as adapting CBAs and improving working conditions. In this project, trade unions at the factory level are reminded to record their bipartite meeting or social dialogue from the date, discussed topics, and agreed topics.

 

4. Monitor Working Condition

To facilitate the monitoring of working conditions by various stakeholders in the garment and textile industries,  the Gajimu website will show the survey result. Stakeholders could then use relevant data to improve working conditions and garment industries in Indonesia.
